Summary	0006087: Application error when adding subprojects to manager
Description	I set g_create_project_threshold="MANAGER" and was able to create projects as a manager. However when I went to edit the project I got an application error (see screenshot). I narrowed the problem down to manage_proj_edit_page.php line 240 where the call to access_has_project_level() is made. As a workaround I removed the call to access_has_project_level() and then I could continue.
