Summary | 0006262: When displaying read-only binary values, a "green check mark" is clearly "TRUE", but the blank space isn't clearly "FALSE"
Description | This is best seen on manage_config_work_threshold_page.php. Although most of the lines have a table cell for each access level, with a binary value shown in each, a few of the lines have only a single value (e.g. "Allow Reporter to re-open Issue". If one such line is read-only, and is showing a FALSE value, then just an empty table cell is shown. This reads as "no value" rather than a false value. Suggestion: when showing "FALSE" in a cell, instead of leaving the cell blank put some evocative "FALSE" symbol (e.g. a red hyphen).
