Summary	0004417: Broken default configuration
Description	Current CVS has a broken default configuration, that is detected by check.php: check mail configuration: send_reset_password = ON requires allow_blank_email = OFF Just change one of these variables in config_defaults_inc.php to match the required configuration. This may be a blocker for 0.19.0rc1.
Steps To Reproduce	Get latest mantis from CVS; browse to admin/check.php.
