Summary	0005282: Inappropriate error when Uploading a File without a file
Description	From the Bug View Advanced page I hit "Upload File" without browsing for a file - and got this error: "APPLICATION ERROR #15 File upload failed. PHP file uploads may be disabled. Please ask your admin to run the admin_check script to debug this problem." It would be more helpful to users if the message indicated that the actual problem was that you need to browse first, the upload.
